Feds do not have a sales tax system...so it makes no difference if your in person or not. State sales tax is generally applicable to on line, phone, etc sales. The fact is the method of purchasing really makes no difference.....and all states have a compensationg use tax so if you use something that you bought somewhere else, you owe them that tax.
