No, video recording or photographing of anybody without their consent is illegal. Added: The first answer may be valid in that contributors home country (which is not given). In the U.S.- it is generally permitted as long as it is done while not on your property and/or it does not rise to the level of "harassment,""stalking" or other "peeping tom" statutes.
Unless you receive permission from a resident of the home, no. A person who is in their home has a very high expectation of privacy, and taping them is violating their rights. On their own property, they have a right to say and do whatever they please (within reason) without their activities being exposed to the public.

For the most part, it's probably legal, especially if you're in public view. If they're taping you in your bedroom without your permission then it's most likely not legal, due to invasion of privacy. Best advice, don't pick your nose when you're out in public.
