Well, there's supposed to be one after etc. but many people leave it off. It's pretty much widely accepted now, although you may want to leave the period on if you are writing a paper or a professional letter.

Yes, because the rule that normally applies is that every abbreviation which comprises both initial and last letter of a word has no periods which is not the case with a word lacking its ending (one or more letters).

For example: Mister should be abbreviated as follows: Mr --> without any period.

Yes, you do use a period. The reason for using the period is to indicate that it is an abbreviation, not a word. For example, cat is a four legged animal while cat. is catalog.

The exception is the two letter US Postal abbreviations or compass points (N, SW, etc.), no periods are used.
