both.. do it when its wet but it may disolve fast so you need lots.. then try not to put as much in when it dries as it may go too hard. or you could just do it when its wet babe, might work better.. i tend to use gel spray when its wet and dry -works amazingly , although i run out prettty fastly ahaah!x

You have to put hairspay on dry hair, it doesn't work at all on wet hair.
You wash it, then put hair mousse in your hair whilst it's wet, styling it upright. Then you dry your hair, after you put alot of hairspray in your hair. That's how you achieve the Jedward hairstyle.
Dry Hair
First wash your hair with whatever conditioner and shampoo you normally use. When you have rinsed everything out untangle your hair with a wide tooth comb, not a brush. Then get a t shirt that is going in the washing machine. Dry your hair with that but make sure it is not too dry, your hair should be wet but not dripping wet. Then get some mousse and apply it all over your head; from the scalp down to the roots. Leave your hair to dry. When your hair is dry, you may notice that your hair has gone hard and crunchy, but mousse's always does that. And there are your beautiful curls.
Either. Obviously if the hair's dry, the rollers need to be hot. If you're rolling your hair while it's wet, they don't have to be. And although rolling your hair when it's wet takes a long time to dry, the curls turn out better looking and tend to last longer.
