It depends on the tradition, but Celtic marriage apparently was for "one year only" in many places. Therefore, it was necessary to renew the vows or the couple would be considered to be "divorced". Quite often, this was done as part of the larger Lugnasad celebrations in August, when new couples would get married and others would just join in the celebrations, thus renewing the marriage.
In contemporary Druidry this renewal can take place publicly (with some sort of party or celebration, as mentioned) or in private, doing something simple and meaningful for the people involved.

You can renew them any time you want. But there is no such requirement unless it is part of someone's cultural or religious practices. Most people don't ever do it in any formal way.
