Chatting only- though greatly discouraged and frowned upon- is not forbidden from the site. Unless the contributor is cyberbullying or violating another policy on WikiAnswers, it is not necessary to report them to a Supervisor.

Yes, you do need to be a supervisor to block someone. If you see anyone who is abusing the website you can report it under ' Report Vandalism and Abuse' in the Community forum.

You can contact them through their message board if a user asked the question. If they do not respond or it was not a registered member, then report it to a Supervisor who can trash the question. It is also a good idea to report the alternate that does not have much information to a Supervisor to avoid a pile-up of unnecessary alternates.
