It kind of depends on what vehicle you're talking about. On no vehicle (that I know of) will you be able to see the actual bearing unless you take apart the wheel hub, but on some vehicles you will be able to see the wheel bearing assembly whether you're changing tie rod ends or otherwise.
A rod to which a wheel or wheels is attached is an axle.
Rear wheel drive, tie rod ends, pitman arm, gear box itself. Front wheel drive, tie rod ends or the rack and pinion.
Check the wheel bearing. Make sure it is full of grease. Check the tie rod ends and ball joints as well.

They are cast and then the ends are machined to accept a bearing and the pin that holds the rod to the piston.
You can raise the vehicle front or rear and move the wheel back and forth and up and down, so as to feel for play. Excessive play in the wheel indicates loose components, whether a wheel bearing or tie rod or ball joint. If there is excessive play moving the wheel left and right, then could be a tie rod. If there is excessive play up and down, then could be a ball joint. If there is excessive play all around, then could be the wheel bearing.

If the bearing has not spun or seized, you drop the oil pan, take the rod cap off of the rod and put the new bearing in. The bearing is in two pieces, half in the rod and half in the rod cap. If the bearing has spun, you should remove the crankshaft and either have the rod journal polished or machined for a thicker bearing.
