Yes, you can. I've had experience using stripping solvent and then using a sander to take off the rest of the paint I could not remove. It is advisable to use a mask when you do this as the dust really flies! The size of the one you use would depend upon what you're sanding. I found a small palm sander for a small strip on the porch and then am going to rent an orbit sander for a larger area.

rough carve it out as close to the design as possible with a chainsaw, then fine tune with a sawzall, beltsander, hammer and chisel, palm sander, razorknife, exacto knife, 100 grit sand paper, 220 grit sandpaper, then apply finish as desired... You usually hold it flat in your hand, with the tips or your fingers slightly curved around the edge. Your palm should (depending on the size of your hand) be around the center of the discus. You hold it mildly stretching your fingers apart, and your release should consist of squeezing the disc from your pinky to your index finger, while throwing the disc flat, to get the most wind resistance out of the disc.
The answer would depend on what you plan to do after the car is deglossed. If you're painting the car, degloss with 400 thru 800 grit wet-or-dry sandpaper applied by hand, generally the palm and edge of the palm. Accompany the sanding with a low volume flow of water from a garden hose. Naturally, the more coarse the grit, the more the hand pressure and the longer a given area is sanded, the more gloss and paint will be removed. There are chemicals such as Liquid Sandpaper, but the results can be unpredictable and the chemicals hazardous to your health.
