It looks like this. When you start writing/typing and finish the line, you then skip a line and write on the next.
if you are sending a letter on the right hand corner you write the address of whom this letter is for then on the other line you write dear remember at the end of your letter to write sincerely, love, your friend, etc.
You never skip a page.
Dear Excellency as a greeting in writing, Your Excellency when speaking TO him, and His Excellency when writing or speaking OF him.
You would want to write an Informal Personal Letter (not a Business Letter). Begin by putting the date on the RIGHT, TOP LINE. Skip a line. On the LEFT, write Dear Teacher's Name (see below). Skip a line. Indent 1 finger width. Begin writing. Indent each new paragraph. State specifically what you did wrong, and your intention to do right in the future. Apologize for being rude, disrupting the class, not giving respect. At the end, skip several lines and sign your letter. EXAMPLE (on right) Nov. 27, 2012 (skip line, now on right) Dear Mrs. (last name), [Note comma] (skip line, begin writing) As you know, last Friday I made a nuisance of myself by talking in class. I realize now that I disrupted the class which was rude and did not show you respect. I'm terribly sorry and intend to follow the rules in the future. I'm also going to read the chapter you were teaching that day and write a one-page summary for you, since I missed most of what you taught that day. Sincerely, Skip 1 or 2 lines. Sign your name NOTE: You don't HAVE to offer to do extra work, BUT you missed the class material so you'll have to read it on your own anyway. You might as well write a one page summary, to show the teacher you are REALLY sincere.

it depends if you are writing a complaint it would be the title with out dear and if a friendly letter dear is correct
Yes, in formal writing, "Dear Brothers and Sisters" should be capitalized because it is a salutation. However, in casual writing, it is acceptable to write "dear brothers and sisters" in lowercase.
