Unless he's digging for your medicine when you're having seizure, or if it is a police officer that has a legitimate right to search you, I would say most assuredly it is not okay for anyone to violate your privacy like that.
If it is someone you trust and you told them it is OK first, I see no problem with it. However, it would be rude for anyone, male or female, to go through your personal items without first obtaining permission.
