Rusting of an iron is an oxidation process. In acid medium iron undergoes corrosion rapidly when compared to basic medium. Because in acid medium hydrogen gas is formed, so oxidation (rusting) of iron is faster. But if concentrated base is present, then also corrosion rate is increased when compared to neutral or aqueous medium.
Copper(I) oxide is dissolved in bases, copper(II) oxide is dissolved in acids.

Coat the rusted area with gun oil and let sit overnight. The oil will loosen and work its way into the rust.Pour a liberal amount of gun oil on the rusted area when you are ready to clean.Rub the rust spot lightly with a piece of brass wool or use 0000-gauge steel wool. Don't bear down on the gunmetal; use a gentle touch and take your time to avoid marring the metal finish.Use a new piece of brass wool as the old piece begins to fall apart, making sure to wipe off the brass shavings from the gun.Pour gun-bore cleaner onto a clean cloth and rub down the area where the rust has been removed. This will help treat the metal and make it more rust resistant.Wipe down the gun metal with another clean cloth to remove any residual cleaner, rust or brass-wool shavings.

If the shears can be unbolted and taken apart, then do this first. Use WD40, vinger, or a rust removal product from a hardware store. Use a gentle fine wire wool or brush to remove the surface layer. The metal underneath will still probably be discoloured, but you may have to live with that. If you are keen you may use a flat file to to sharpen the cutting edges or remove any dents or burrs. Not particularly well. Rust (iron oxide) is not soluble in acetone to any significant degree. If you use acetone on a rusty object and some of the rust comes off, it almost certainly has more to do with mechanical forces (you rubbing it with a cloth) than with the acetone.

if youre talking about any peice of melt such as a BOLT or anything like that (small) you can use lime juice and rust will come off. let the metal sit in lime juice for a while and then clean off. rust should be gone. if youre talking about a car you should cut or saw peice of metal where car is rusty at and weld in a new peice of metal. simple but will take long.
remove the rust by sanding or grinding. prevent future rust with an inhibitor, weld in a new piece of metal, and/or use fiberglass to fiz the hole. use a polyester fiber fill ( plastic body filler), to fill any divots. sand and prepare for refinishing.
First you must grind all rust out. You can pre treat with a rust converter which will turn the rust particles in a soluble metal then use an acid primer to seal metal. Use a filler such as fiber glass or bondo to fill pitts. Use a Filler Primer after sanding and smoothing out surface.
