Did you try to race and go to the maximum that you could go. If so, you broke the needle and need to replace the spring inside
Is your Speedometer working? It's possible a speed sensor is bad causing the Computers to go into LIMP mode.
I didn't know my car was going 72 mph because the speedometer broke. The needle on the speedometer bounced whenever I hit a pothole. The speedometer's needle was stuck at 15mph. Before I could glance at the speedometer, the policeman's radar gun clocked me going over the speed limit.
could be the throttle cable is stuck or the idle air control valve is not working causing your car to idle high so when is gear would make the car speed up

The output speed sensor is on the drivers side of the transmission and to the rear. The input sensor and output sensor are beside each other but have different connector types. common symptoms of a failed output sensor are: Speedometer stops working or is intermittent, transmission is stuck in second gear ( limp mode ) .

your transmission is stuck in what we call limp mode. Take it to a transmission shop and have an electrical scan done. Does your speedometer work or not ? If not then it could be as simple as a output speed sensor or broken wire

I had the exact same problem with my 1995 accord. It would work sometimes for me but would hang up at 20mph. I had to replace the speedometer itself. However, keep your old one because when you get a new speedometer it will have 0 miles on it. I purchased mine off of the web for about $130.00. It was fixed after that.
