It works in the sense that if he comes back to you, you know that he values the relationship enough to make an effort to win you back. A good example of this is Dr. Phil and his wife. She wanted to marry, and he wasn't ready so she broke up with him and told him that if he changed his mind and she was available, they could talk. Interesting story as they tell it.
On the other hand, if you chase him until you catch him, you have only made it an easy thing for him and you don't know if he is really choosing to be with you.
