"Valve clatter" is not caused by the timing belt. It's caused by excessive valve clearances. You need to take it back to whoever did the work and ask them to check it out. Maybe they made a mistake when they reassembled it. Maybe the belt tensioner is making the noise, or one of the pulley bearings, or something else in the timing belt drive. 4Runners have a bucket-and-shim valve adjustment. Adjustment is by changing shims beneath the overhead cams. 4Runners seldom require valve adjustment but it may just be that you need an adjustment. Listen carefully with a stethoscope to determine where the "clatter" is coming from. If it sounds like it's underneath your valve covers it may be excessive valve clearance and adjustment is indicated. If your engine uses oil and has low compression you might need a valve job.

The 1.2 has screw and locknut valve clearance adjustment. If you don't adjust them every 24,000 miles you will probably end up with burnt valves, loss of compression and the emissions warning light coming on to protect the catalytic converter. Engine wobbles on its mounts and fuel consumption goes up.
