That would depend on whether you have an upflow unit (yes) or a down flow unit (no), there are also horizontal left & right units. Flow is indicated by the the direction that the air travels into and out of the furnace or air handler.

How many degrees cool does this air conditioner blow?

This size unit is enough to cool a room 450 square feet which gets a lot of sunlight; air conditioners are rated by BTUs not degrees of cooling, you run it until the room is the temperature you have chosen.

Does a portable cooling fan cool the air?

If it is just a fan, it will not cool it, it will simply blow the air around. To cool the air, you need a portable air conditioner. This will suck air in, cool it down, vent the hot air out (usually through the window, but can also be vented out through the roof or into a different room) and put the remaining cool air back into your room.

What is better about having a window open from the top and bottom in a room?

Have one open at the top and one open at the bottom because the hot air will rise to the top and go out the top window while the cool air is coming in from the bottom and keeping the while house cool from to on its way to the top

Where to put a fan in a room for maximum cooling?

With only one fan, a room is best cooled by blowing hot air out of the room and allowing cool air to enter from another location (i.e. another window, a doorway...)Even if it is cooler outside, it is best to blow the warm air out of one window/doorway and allow cool air to fill the room through another window. This technique is best because a fan blows with more "directionality" than it sucks. In other words, the fan will blow air straight ahead, but it tends to suck air from all around the fan. For this reason, it is not very effective to position a fan near a window so that it blows into the room (unless the fan is designed to do so.) If a fan is positioned like this, it will suck air from around it - from the room - instead of from outside the window (a screen will make this even worse.)In the best case: Position the fan to blow hot air near the ceiling out of the room. Open another window or door that will allow cool air to enter near the floor. This will promote natural air flow.If two fans are available, use one to blow out the hot air, and one to suck in the cool air. This will really get the air flowing in the room. There are many other tweaks to better cool a room, such as putting a bowl of ice in front of the fan, or using fans which are designed to fit in a window.

If your room is warm is it better to have your fan blow the warm air out of your window or to have it blow cold air into your room?

I know this is an incomplete answer, but that depends on a variety of factors: is the room in a large building or small one? Is it being heated or not? Is it in the sunshine or at night? What's its orientation? Are you in a humid or dry climate? There are a lot of factors that contribute to the heating and cooling capacity of a room. Having said that, I would imagine that in most cases blowing cool air into your room will cool it more quickly. Blowing the warm air out is effective for moving air through the room via negative pressure, but any cooling derived from this method presupposes that the air entering into the room is cooler than the room itself (not likely the case in most situations). However, if the room is on the west side of a building in the afternoon, blowing air outside may cool it more than blowing air in due to orientation and solar gains.

Why room cannot cool when you open freezer but heated when you open microwave?

The room will cool if you open the freezer and leave it open.

Why are air conditioners place high on the wall and not on the ground?

Because the cool air from the air conditioner is denser than the warm air in the room and sinks. Placed high up the cool air will have time to get further from the air conditioner before it settles to the floor, allowing it to cool more of the room. Placed on the floor the cool air will mostly pool around the air conditioner and very little of the room will be cooled. Some air conditioner are actually placed relatively low in a room, but they have fans and baffles that blow the cold air upwards to the ceiling resulting in the same effect as placing the air conditioner high (maybe even better as the fan blows the cool air not only up to the ceiling but across it, possibly covering a larger volume of the room than cool air falling passively from an air conditioner placed high but without fans).
