The creation of the world, in this culture is based on Dreaming. There is not a god creating things, but there are Dreaming beings that control the natural world. The concept of an existence of something before there was matter (the world) did not seem to exist. People are believed to have spirits which originate from Dreaming. However, it is their belief that these beings originated from the land and they in turn gave birth to mankind, animal and plant life.
Australia is not a theocracy. The citizens of Australia are free to believe what they wish. Many of them do believe in God. Some don't.
