It varies. Buddha can be worshipped as a god but technically is not one. There are deities or Bodhisattvas (enlightened beings) who can be prayed to but I think they are different than the Western view of gods.
No. Buddhists believe in no immortal, all seeing gods, not even the Buddha, who was just a man. We believe in a god realm, were certain persons can temporarily attain for a finite time, but they are not all powerful or all knowing. It is a reward realm for persons who people who have lived a good life and are progressing towards enlightenment.
