No, foodstamps do not exist in Canada, you can use a debit card or an American Express card.
In California, yes they are now accepted in most locations
but yes, thank god, I wish they didn't exist in the states either.

Right now they are only accepting EBT in NYC as a pilot program. Since it has been so successful they expect to accept EBT in all the stores by the end of the year. You can use the card in CA now. In November of 2009 Leo Ribas, Community Services Division Director for the Washington State Department of Social and Health Services, issued a press release stating Costco would be accepting EBT cards "in all of its warehouse stores, following a successful pilot program in New York City." There are a number of restrictions, however, including the exclusion of Costco's club membership fee. The article further states that the stores would be accepting as early as Thanksgiving of last year, but to be sure it is probably best to phone your local Costco before planning to shop. There does not appear to be an update of the progress of the program's implementation recently.
