The 'owner' of Yu-Gi-Oh is Kazuki Takahashi, the creator and owner of the intellectual property.
Other groups are licensed to use this IP, such as Konami (who publish the official trading game). FUNimation has certainly been involved with certain Yu-Gi-Oh media, but their position has always been as a licensee, and never in any position of ownership of the franchise's core components.

To be honest we all have our own views. There is now four yugiohs altogether: yugioh, yugioh gx, yugioh 5d's and yugioh zexal. I think yugioh 5d's is better than all of them but I only think this because I haven't watched zexal and I did enjoy the other two. :) but you decide... hope this helped :)
No! PPGZ is not on Funimation! It was dubbed by the Ocean Group for other english speaking countries but not America. But Funimation is an American Comapny and PPGZ has not yet been brought to America. Although it would be great if Funi did dub and put PPGZ on Cartoon Network or it's own channel.
