It does have them on PC but not on any consoles such as PS3 or XBOX360
Keep in mind that using console commands disables the ability to unlock achievements via Steam. This can be avoided by entering the console commands you that you want, saving and then exiting the game completely . Once you reload your save you are good to go and can unlock achievements.
There arn't "Cheats"... You could just play the game or spend a long time modding it. There are console commands but only for the PC.
Try re-booting your console and if that doesnt work take it to a game shop to get it repaired. (or it might not have loaded)
There are no cheats for the console versions of the game.
Game of the year edition is better, because you get the 5 expansions and the original game, in collectors you just get a bobblehead and a fallout 3 lunchbox

During game play, if you press the tilde key (~), you will see a console open up on the bottom left of the screen. You can type one of hundreds of commands here and press enter to have them activate immediately. This includes the many built-in cheats like god mode (tgm) no clipping (tcl) or quit the game instantly (qqq).

It is not possible in an unmodded game. The armored Vault 21 jumpsuit was cut from the game and can only be acquired through console commands. The jumpsuit is seen worn by the Courier in the ending credits, tough.
The Fallout 3 Special Edition package not only includes the game, but an art book, a "Making of Fallout 3" DVD, a collectible post-apocalyptic lunchbox and a Vaultboy Bobblehead figure.
