Well yes, sort of, they have used deleted scenes from one episode and placed it in another episode but it doesn't happen that often.
In "Not All Dogs Go to Heaven" there's a flashback of a convention featuring William Shatner and Peter. He asks William, "In that episode where you drown your wife. Why are you so fat?". That was a deleted scene from the 2006 episode "Deep Throats".
Also, the cutaway did not appear on the [adult swim] airing, it only aired on FOX.
The Cleveland Show did this with a cutaway from the original unaired "Pilot" that leaked on the internet.
Cleveland is sitting in a theater and wonders if he can pee on the floor and it would reach the front row.
The same cutaway was used in "How Cleveland Got His Groove Back" but the jimmy fallon movie was changed to a Joseph Gordon-Levitt movie.
