If u are asking if a person who is not a Jehovah's Wittness can have a funeral service in a Kingdom Hall (the place Jehovah's Wittnesses worship God or Jehovah) you need to ask the Kingdom Hall in your area. (Jeremiah 10:23) We recognize that God kingdom can only resolve the worlds problems and bring peace. So she is very likely not involved in Jehovah Witnesses.
