Well, they get broken off, the first one by,Mariko, and the second when she was on the bridge in the end of the series. Also in the manga Lucy loses her horns several times but they kept growing back. Once they even grew longer and her vectors grew by exponential amounts

She made him keep his promise, that if she ever killed a lot of people, that he would kill her.
