Because they are being used in different situations, and they provide different facilities and present the document in different ways. A computer screen is not the same size as a printed page. That has a major impact. Also, a page on a computer can be scrolled down through, so it can take more information. A printed page is static, as once it is printed, it does not change. A web page is much more dynamic. An online page may be able to show more colours than a printed page and has the capability for moving graphics which obviously a printed page does not have. So although the fundamental document is the same, you would design it in different ways to use the facilities that are available to you. An online page gives far more things, so you can do a lot more to take advantage of that, so you would design your page differently for it.
