No, it does not. For a planet to have liquid water, it must be the perfect distance from the sun, not so close that it boils away, and not so far that it freezes.
There is no liquid water on Mars, it is generally far too cold and the atmospheric pressure is too low. While there are certain places (near the equator) on Mars that occasionally reach temperatures high enough for liquid water to exist, the atmospheric pressure is so low that any ice on the ground surface would change directly from ice into vapor, which is called sublimation.

From images and techniques used to measure Ice levels on earth, it appears that at the polar extremes of the planet there are large amounts of ice. If this ice was melted if would generate oxygen in the atmosphere and possible life on mars could be started. Air on Mars:Mars does have an atmosphere, mostly CO2, but it is very thin. The components of Mars' atmosphere is as follows: Carbon dioxide 95.32%, Nitrogen 2.7%, Argon 1.6%, Oxygen 0.13%, Carbon monoxide 0.07%, Water vapor 0.03%, Nitric oxide 0.013%, Neon 2.5 μmol/mol (2.5 millionths of a mole), Krypton 300 nmol/mol (300 billionths of a mole), Formaldehyde 130 nmol/mol, Xenon 80 nmol/mol, Ozone 30 nmol/mol, and Methane 10.5 nmol/mol (which may suggest that there is organic life there).

No liquid water can exist on Mars, as the surface temperature is too cold. ------------------------------- We (science) doesnt know for sure yet. There could be liquid water deep underground where it is warmer, just as there are deep aquifers on earth.

Mars had liquid water because at one time the carbon dioxide in its atmosphere was at least 50%, making the planet much warmer; and because Mars probably had close or more than the surface pressure on Earth. But in time, Mars lost its atmosphere, along with almost all of its water.
