There is a farm truck exemption, but some conditions must be met.
If you're going to be operating it on public roadways, then yes.

Can I drive a farm dumptruck without a cdl in Washington State
I don't think there is a law against it--as long as both you and the truck are licensed.
Only if the truck is plated as Farm Use, and the vehicle must be operated within 150 miles of the farm and be used exclusively for tasks related to farm work. Additionally, most states require that a non-CDL licenced operator of a farm vehicle which would otherwise require a CDL be either the farmer, an immediate family member, or an employee of that farmer. Additionally, some states may require that you obtain a non-CDL equivalent licence.
If it's a registered farm vehicle, and operated by the farmer, family members of the farmer, or direct employees of the farmer, then no. However, the distance from the farm the vehicle is permitted to operate is restricted, all activities of that truck must be for the operation of that farm, and it may not haul freight for hire.
16 for a farm tractor, 17 for a car and 21 for a lorry or truck (same thing)
is the Jones farm still near Clinton Missouri
It depends on the licensed weight- above 12,001 pounds registered weight (as many 3/4 ton and 1 ton pickups are) the plates have the weight designation. They look very similar to the standard plate. However above 12,000 lbs you only get one plate (for front). If for farm, then you can also get an "F" sticker (farm).
Yes, unless you fit the criteria to fall under the farm truck, recreational vehicle, military vehicle, or emergency vehicle exemptions.
