Yes you could say that Nelson Mandela used democratic styles, considering he was the first President of South Africa to be elected through a totally democratic process. However before he became president of South Africa he was considered a terrorist, under the Apartheid laws. So the answer is yes when he was in office he was a democratic leader but before then he was not.
