According to Army Regulation 670-1, which is the Army dress code, cosmetics and nail polish may be worn if they are "conservative and compliment the uniform." IOW, no funky colors and don't wear a ton of makeup but you can wear makeup if you like. However, you can't wear it in basic training. I think they'll let you wear it to basic training graduation--they did when I was in. Once you're out of basic, it's okay to use it.

Why are beauty pagents bad?
It's personal opinion. I think that kids under 13 shouldn't be able to. The parents can go a little crazy (one gave her 8 yr old a botox!) Kids wear too much makeup and wear skimpy clothes, but sometimes its not all that bad. My really good friend does competitions, and they have in the rules kids under 13 can't wear makeup and there is no swimsuit competition. Thats a good competition in my opinion. I think 5 year olds feel forced by there parents. I dont know a ton on this topic, but watch toddlers and tiaras and look up pictures..
