North Carolina does allow home baking. You should call the North Carolina Department of Agriculture, Food and Drug Division in Raleigh to have an inspector come by your home. Your local health department that inspects restaurants will probably have that number handy. Basically, you may not house any domestic animals, dogs, cats, birds etc. if you want to bake commercially. You must have either municipal water, or an inspected well. You also must have easy access to hand washing and toilet facilities in your production area. You may only process items such as baked goods( cakes and cookies), candies, dry mixes, jams and jellies. These are foods that are not as apt to cause foodborne illness.
