Some PetSmarts have rabbits from local animal shelters. Dutch rabbits are a common breed, so it's not unlikely that you'll find a Dutch at a PetSmart, but it's not like they stock them on purpose.
If you can't find a Dutch at your local PetSmart, consider looking at local animal shelters, and rescue organizations (like a local chapter of the House Rabbit Society, if you have one). Petfinder and Petango are two websites that list animals up for adoption in North America. (See links below)

The Petsmart in cambridge, ON sometimes has Rabbits, Guinea pigs, Rats, Gerbils, Hamsters (Russian and Syrian) etc.
