Yes you can but you need Raul as a follower, he is located at Black Mountain and is being held hostage by Tabatha. After you save him he will tell you that he can repair your items in his shack, respectfully called Raul's Shack. You will have to pay him at first then dismiss him and pickpocket him. It's easier to do this at his shack.
