Revelation is primarily a detailed, chronological description of general global events leading up to the "Day of the Lord"... the day of the return of Jesus Christ to the earth, with a number of "inset" summary chapters included in the thread of the story to bring the reader up to speed on certain details.

The "atrocities" are yet to come, mostly occurring during the Great Tribulation as a result of Satan's influence over man and his governments. Some overlap Satan's atrocities, resulting from the plagues caused by the Two Witnesses who preach the good news of the Kingdom of God to all the nations during this period in answer to the works of the Beast and False Prophet ensconced in Jerusalem as God.

It's a type of replay of Moses and Aaron's constant run-ins with Pharaoh and his magicians Jannes and Jambres in their bouts of "competition plagues" with each other, where God's plagues finally destroyed Egypt's empire.

No... these atrocities haven't happened yet. These will end all life on earth unless Jesus Christ returns to stop it.
