Yes it does, but it's not an independent country. It has full autonomy over all of it's internal affairs EXCLUDING social security, which is still controlled by Westminster. It also has no power over foreign affairs or defence, and The Queen remains it's Head of State- it can control nearly all of it's own internal matters, but is still part of the UK.

The Scottish National Party, which is the dominant party in the Scottish Parliament, plans to hold a referendum on full independence in 2014, but all current opinion polls suggest that a majority of Scots would vote against this.

Scotland has its own parliament at Holyrood in Edinburgh. It is able to legislate on most things except for monetary, military and foreign policy which are still decided by the UK parliament in London.
