Yes, the Vietnam has had a president since the end of World War II when Ho Chi Minh became its first president. Since then there was a brief period from 1981 July 4 to 1992 September 24 when there was instead a Chairman of the State Council as opposed to a president for leader.

∙ 11y agoVietnam used to have (a lot of) kings/emperors in ancient time. The first dynasty (Hồng Bàng) rulers were collectively called Hùng Vương (Hung Kings). Nguyễn was the last dynasty and Bảo Đại was the last emperor of Vietnam, he abdicated in 1945.
Vietnam started to have the position of prime minister in 1945.
