In my opinion and logically no, he does not. But that does not stop her from having a small crush on him anyway, as you may have seen by playing DOC. Vincent only sees her as a good friend and a companion, Yuffie and Vincent are seen and work together a lot in FFVII: DOC. She also saved his life from Rosso the Crimson (One of the elite Tsviets; a organization with one goal, to destroy the planet). So, that is why he only feels that she is a friend. (Also, he used to love a woman called Lucrecia, a scientist, but sadly she died and he has never loved another woman since)

To be honest, I think he just sees her as a good friend, maybe a little more. Vincent saves Yuffie's life and in Dirge of Cerberus and Yuffie seems to have a crush on Vincent. People say it's because of their age, and that is the reason they can't be together, or that Vincent doesn't like Yuffie. I say opposites attract! And also, Vincent is basically frozen as a 27 year old male. I don't see any reason why they can't be together. For the 30 years he was in the coffin he wasn't doing anything, he wasn't living! Now I'm not going to get into Before Crisis, and Crisis Core stuff, because it doesn't matter, in those 30 years, Vincent was hibernating. That is just putting it bluntly. After he defeated Omega, and found out Lucrecia was the reason he kept on living, he left all of that behind, so he could start his life anew. Lets just hope Square Enix comes to their senses soon and finally put them together.
