do you mean the cylinder head or the timing gears that mount on the cams .

No Ford Crown Victoria or Police intercaptor has dual overhead cams. The dual overhead cam engines were only used in Mustangs and Lincoln MK8's.
Original dual overhead cams are at 198 degrees for my 1993 Probe Gt 2.5L New modified cams will be at 210 degrees intake and 200 degrees exhaust.

No it does not, GM. did not start using roller cams until 1996.
In a car: the cams control the opening and closing of the valves. The fact that it's "overhead" just means that the camshaft is above the cylinders instead of alongside them. In high speed engines this is considered an advantage - because of simpler linkage between the cams and the valves.
