Yes - in fact very few cars have been built that didn't have Power Steering since the early '80s or so.

It's possible a seal has broken. Find where it leaks from, could be pump, hose or steering ram. Then replace part.

There is no component listed as a power steering filter on the auto parts web sites. The power steering filter is located on the body of the car right behind the driver side front tire. Just jack it up take the tire off and take a look you can miss it :)
