No. The 3.8L V-6 has a timing chain, and requires removing the timing chain cover, much more dissassembly is required. The metal chain lasts a lot loger than the rubber belt, which becomes brittle and breaks.

there is no timing belt there is a timing chain and 2 gears 1 cam gear and 1 crank gear all 3 are replaced at same time they are located behind water pump must remove cover that water pump bolts to . tough job for a average person
at one time i had both a 1991 Oldsmobile and a 1996 Buick park ave on my lot that shared the same body style although subtly different. so id say its at least between those years although you might just want to do a wikipedia search for park avenue. wikipedia is actually pretty good about car facts.
loosen up the tire then pull it back and tighten it at the same time and it will be much tighter
Toyota sets no interval as scheduled time for timing chain replacment.. Many choose to change it at 90,000 to 100,000 to be 'safe" it could stretch
