That is the temperature at which the cooling fans are coming on, this is common for newer cars. It is not a problem, and should not cause you concern.
Water pump, thermostat, thermostat sensor, disfunctioning fans, low coolant level or just simply the fact that the cobalt is P.O.S. I have had mine for 3 years and every six months there is a problem that cost $$$ alot I think they are built strictly for then to breakdown on you. Your guess is as good as mine. there are a few things to check--relay,fuses,coolant sensor, to check fans to see if they work.unplug elec, connector from fans, run a wire from positive on fans to positive post on battery.you might need to ground fans, if the fans are ok they should turn on.

the fans are operated by means of a series of relays which are turned on or off by the engine computer. the engine coolant temp sensor that sends its signal to the engine computer is what indirectly turns on the fans. if there is no check engine light for a coolant temp. sensor code, the problem lies in the fans themselves, or the relays and related wiring.

There is a petcock on the bottom corner of the passenger side on the radiator. If you turn the petcock and open the valve the coolant will drain out of the drain hole on the bottom passenger side of the radiator. Make sure you have a big bucket to catch the coolant in or you will be making a huge mess. The proper way to fill the radiator is to take the upper radiator hose off and pour the coolant in until the radiator is full. Then replace the radiator hose and fill the overflow to the correct level. Start the car and let it run till it is hot and the fans kick on (should be about 220F ~ 230F). Turn the car off and let it cool, then top off the overflow bottle. You should be fine to drive the car at this point, but after heating up the car again you may need to top it off again so keep some coolant handy. The cobalt uses dexcool.
If the coolant level is full change the thermostat if not check for leaks. You gotta be more specific with the question .......check fans.....they chould turn on whene above runing temp.... fans will kick on automaticly whene u turn a/c on
