No they do not use or make electromagnetic radiation to make light. The light is made with DC current made with capacitors to lower the voltage down from 110volts. In good LED lights there is power factor correction and power rectification to keep from polluting the AC line with extra sin waves.

LED .. Light Emitting Diodes , they're known for their very low energy consumption and they do not emit much heat. As of now , there is no kind of light which does not produce heat .
