You do not need a license to serve alcohol unless you own a business. If you are trying to serve alcohol in your own resturant/club you then need your own license to do so.

In Illinois, a waitress does not have to have the liquor license but the restaurant does. The waitress does have to be 21 or older in order to serve the liquor. The same goes for a cashier ringing up liquor.

There is no need to drink alcohol to be a good bartender. It helps to know what the drinks taste like as far as if things are too stong or not. but I know a few bartenders who are Recovering Alocoholics and don't drink. And you do not need a liquor-license to bartend, The establishment you were trying to work at need a license to serve alcohol.
