I'm not sure how someone would even think to use a black marker to make a DVD play. The only possible way I could imagine using a black marker with a DVD is if it was used to color on the DVD, and that would most definitely not help it play.

If you are using a S-Connector, a bent pin inside the connector will result in a black and white picture. You can straighten the pin and it will work.

It depends on the DVD state. If the side with the information stored on it is badly scratched to the extent that it won't play anymore, then I would say it really won't help to use a DVD cleaner. If it's a clean DVD that you dropped salsa on and accidently let it dry, then it probably will help. I hope this helped and have a nice day :)
The better question would be - Do HD DVD's play on regular DVD players? The answer is yes. But consider this. Can you play watch a color movie on a black and white tv? Sure, but you'll only see it in black and white. The same is true of the HD DVD's. It's not whether or not they will play, it's whether or not the monitor can produce the proper output. To which the answer is 'No'.
DVD players read the bottom of a disk, not the top. You can safely label the top of a DVD with a marker.
You can use a marker to label your DVD-R (or DVD+R). Simply make sure you are obviously not marking on the side of the disc that you are burning on. If it's a double-sided DVD, then you're obviously not going to mark on either side. Also make sure you do not use a sharp tip marker which may damage or scratch the surface of the DVD. A standard Sharpie marker should do the trick.
A DVD will play on the computer because the computers are made to play DVD's. The Xbox 360 will not play DVD's because they are made to only play BluRay discs.
