No, you can't. Because the two engines are not of the same size. The 250 cc engine is bigger than the 125 cc engine, so things will not fit between them.
No a 125 frame is too small to fit a 250 motor but with a cutting torch and a welder anything is possible.

The TS125 engine will fit straight into the TS100 frame. My TS100 has a 125 in it and it rides very well.

But from an average 13 year old i think a perfect fit is a TTR 125 L or the LE, only difference is the LE is electric start, and the L stands for big wheel because they also make a 125 for about and 8 year olds size. If your a little bit taller and heavier go with a Kawasaki KLX 140 or a Honda CRF 150.
