I always thought it was a blood clot that forms and make the area red around a wound and also i read that the blood clot forms to seal the wound in a metter of time.
It is the natural reaction from your body to swell up around a wound or area that is being tattooed. Blood rushes to that area causing it to swell, and become inflamed and red. Most fresh tattoos feel swollen for several hours after the work is done.

They have cut or open artery and strong pressure must be used. A tourniquet is the choice.

If an artery is cut while you have a fast heartbeat it will flow similar to that. However it does not look like what you see in the movies.
