Yes. The main ground is to the engine block. If that main ground is disconnected, the circuit will try to find ground through smaller connections which usually ends up with the smaller grounds not big enough to carry the load of the starter and they melt.
Ground wire is loose or disconnected somewhere in that circuit.
Since a ground block is not well insulated, there's always the danger of a short.
Cherokee's are notorious for poor grounds. Start checking the ground connections from the battery to the engine block and the ground from the engine block to firewall.

Check your Ground (negative) cable to the block. Also check the grounding of the coil to the block.
