I do believe they can - as they can be litter trained, much like a cat. All rats tend to scent mark their territory, though, with males doing the majority of the scent marking. They will walk along dribbling small amounts of urine. Some rats are very clean and will prefer to use the litter pan, while others are just too lazy to even care.
Of course, if the smelly puddles my pet rats leave behind are anything to go by.
