He sounds like a d*ck who's simply trying to get some. Normal guys find people attractive and want sex, but they don't make women sit on their lap and touch their packages right off the bat, without any dates and without some sort of 'green light' from the female first. It's not the way you'd act towards someone you want to impress and want to get to know before proceeding to sex.
Even if you like him, set some boundaries and let him know you're not his package holder; he sounds skanky, and doubly so if you're not the only female he's doing this to. This guy's just not relationship material.
