On the surface, yes, they are a greeting in both cases.
Otherwise, no, there is a huge difference.
The French as very expressive and comfortable with physical contact by comparison even with their neighbors, the British.
A man and a woman would embrace without any implication of a romantic meaning.
In the stricter parts of the Muslim world, any contact between men and women is controlled explicitly or implicitly. A handshake may seem unnecessarily intimate.
It should go without saying that blanket statements are always over-simplified. Not all French kiss, not all British have stiff upper lips and some, if not many, Muslims shake hands.
