A heavier toy car is better to go down a ramp and make a jump better than a light car because the heavier the toy car is, the faster gravity will force it to roll down the ramp, and with all its speed, be able to make the jump. Of course, you wouldn't want to make the toy car so heavy so that it barely or doesn't move at all. Just like drops of water when it's raining outside and a few drops hit your window. The heavier drops drip off faster than the smaller ones, and that goes the same with cars, too.

Make wheels with something, wrap the balloon around the axle many times, then anchor it to the opposite side of the car. then let go and watch the balloon unravel itself and propel the car. Or tape the blown up balloon to the car. Or throw it.

Ir probably goes down faster if its heavier. If the ball was as light as a balloon, would it go faster? OF course not. So, a heavy ball would go MUCH faster down a hill.
If the car is lighter, Then the balloon powered car will go further.
use bigger wheels and use less friction on the ground make it weigh less
