If it's just the power unit, with no trailer attached, they can do it with a Class B. But they must have a CDL to take that vehicle on a public roadway.

If it is a big truck you will need a commercial drivers license to be able to drive it just a mile down the road. Check and see what class the vehicle is and then you will know if you need a cdl.

I understand the intent of the law or allowance I should say, but there are considerations,hazards, and skill about handling that kind of weight which was covered in my Class A CDL class that weren't really mentioned on my Q. If that ladder was a commercial vehicle you would need an A license for that weight.
